The Process Safety Management (PSM) Specialist serves as the Process Safety Management (PSM) technical professional supporting corporate and/or regional locations. The PSM Specialist interprets state and federal regulations and provides compliance direction; collaborates with leadership to build safety culture by recommending changes to work conditions; and developing and implementing procedures to improve the work environment and comply with PSM regulations.
Responsibilities May Include:
Partners with the health, safety and Process Safety Management (PSM) teams, operations, and other support groups to implement the personal and process safety programs
Responsible for company PSM policies and procedures implementation
Develops and maintains of process safety information
Provides support in the Process Hazard Analysis (PHA) process including the facility siting review program
Monitors and supports the Management of Change (MOC) program
Leads incident investigations as needed ensuring root causes are identified
Supports leadership by verifying adequacy and closure of corrective action items related to incident investigations, audits, PHA recommendations, MOC action plans, agency inspections, etc.
Develops, coordinates, and conducts required PSM training
Supports leadership during meetings, monitors data trends and statistics to support area goals and objectives, and authors various reports and presentations for dissemination to asset, division, and corporate audiences
Provides technical support during Health & Safety/PSM audits and serves as an audit team leader on division and corporate audits
Performs other related duties to meet the ongoing needs of the organization
Required Qualifications:
Legally authorized to work in the job posting country
High School Diploma or GED equivalent
Must be at least 18 years of age
Must maintain a valid driver's license
Must live within the supported area at PSM Director discretion.
Willing and able to perform and comply with following, with or without reasonable accommodations:
Able to climb A-frame ladders
Occasional travel may be required
Preferred Qualifications:
Knowledge of the PSM Standard (29CFR1910.119) and RMP rule (40CFR68)
Intermediate proficiency in facilitating Hazard and Operability Analysis (HAZOP) and What-if/Checklist PHAs
Intermediate proficiency in a PHA software such as PHAPro, PHA Leader, PHA Works or PHA Workshop

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
