Description
The Measurement Technician is based out of Long Beach, CA and works independently and with others to perform preventative, predictive and routine maintenance tasks. They troubleshoot issues, repair failures of production and facilities equipment, and ensure maximum equipment efficiency and effectiveness.

Responsibilities May Include
Ensuring accurate custody transfer of crude oil, natural gas liquids, clean products, truck rack operations and high volatile liquids for intra and intercompany movements in adherence with established Phillips 66 Pipeline policies and guidelines, applicable regulations and industry accepted standards.
Understanding the methods of measurements used for custody transfer.
Working knowledge of laboratory tests and procedures used to monitor and to certify products.
Practical knowledge of tanks, tank measurement Monitors, analyzes, reports, and drives improvement of pipeline and terminal movements.
Understanding most common forms of measurement including the use of positive displacement meters, mass flow meters, turbine meters, and solids handling measurement and various tank measurement methods and systems.
Working with management and project groups to define and prioritize measurement improvement projects.
Interfacing with other internal, external and third-party industry measurement related contacts/resources.
Working closely with the Loss Control group on issues that relate to measurement accuracy of crude oil.
Driving measurement improvements and processes Self Starter that is willing to seek out additional job duties under own guidance.
Operating and maintaining a DOT covered truck and trailer will be required.
Working up projects and seeking agreement for possible inclusion into future Budgets.
Performing monthly Pipelines/Terminal gain/loss analysis Investigate instances of mis-measurement; computing adjustments and negotiate with other companies when necessary to settle difference in adjusted volumes.
Reviewing and participating in testing of new measurement technology with outside vendors to maintain accuracy in line with current industry technological developments.
Participating in the development of Phillips 66’s Measurement Plans for the phase out of obsolescent technology and implementation of new technologies to ensure measurement processes adequately support the operational and financial needs of the company.
Providing resolution suggestions regarding measurement system failures, including hands on troubleshooting and repairs when required.
Ensuring implementation of system upgrades.
Providing input/suggestions into development of Phillips 66 Pipeline measurement standards to promote measurement uniformity and compliance with API measurement standards while keeping abreast of measurement trends and technology advances.
Ensuring roll-out and implementation of new measurement initiatives and policies and procedures.
Reviewing/auditing metering systems to ensure end-to-end integrity and accuracy Review proving factors, flow computer and LC computations, data transmission, SCADA computations.
Scheduling calibrations, inspections, audits, and other related activities with facility supervisors and other third parties.
Participating as witnesses to all company and third-party prover water draws.
Position Requirements
Basic/Required:
Legally authorized to work in the job posting country
High School Diploma or GED equivalent
Ability to maintain a Class A Driver’s License

To climb various ladders and stairs to operate valves, gauge tanks, or perform maintenance on equipment are a part of this position. The ladders and stairs range from 5 to 40 feet in height
To raise and transport articles weighing up to 40 pounds
To walk, stand, stoop, sit, climb, and carry material on a daily basis on even and uneven terrain
To work outside in harsh weather conditions
To travel up to 25% of the time
To wear personal protective equipment (PPE)
To be on call

Preferred:
Associates degree or higher in Electrical Maintenance, Instrumentation, Industrial Electronics or related technical degree
2 or more years of experience working in oil and gas operations
2 or more years of experience in liquid measurement (volumetric, meter-based measurement systems, turbine meters, positive displacement meters, ultrasonic, etc)
Working knowledge of meter provers (portable and stationary)
Working knowledge of flow computers
Working knowledge of API Bulk Oil Handling Guidelines
Working knowledge of API measurement standards
Intermediate level of proficiency with MS Word and Excel
Leadership ability in safety, environmental and regulatory practices
Midstream
Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 21,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from a refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
