The Process Controls Specialist, Billings Refinery maintains the process control asset base under direction of the Process Control Supervisor. The process controls asset base includes the Distributed Control System (DCS), the Safety Instrumented System (SIS), as well as the Process Controls Network (PCN). The Process Controls Specialist is an advocate for best practices in the design, selection, implementation, maintenance, and sustainability of the process control asset base to ensure that company guidelines, policies, procedures, regulatory, production, and optimization objectives are achieved at the Billings Refinery.
Responsibilities May Include:
Managing and maintaining hardware and software for distributed control systems and safety instrumented systems to achieve automation and operational objectives
Communicating effectively with operations, maintenance, process, and project engineering vendors, contractors, etc. to address problems and coordinate safe work in the refinery
Supporting refinery alarm management, console health metrics, alarm data, alarm reporting, and rationalization activities
Acting as technical resource on instrumentation and control for Instrument Craftsmen and other groups
Assisting project group with instrumentation and control engineering activities on capital projects
Assisting with support of system networking and security, including monitoring and maintenance of domains, network equipment, application of system patches and updates, etc.
Driving and / or participating in the MOC process including initiation, evaluation, completing assigned work, and startup safety reviews
Monitoring and maintains performance of regulatory and advanced controls
Developing, recommending, and managing the process controls maintenance program and spare parts inventory for supported equipment and systems to reduce downtime and improve system reliability
Supporting turnarounds by developing process control work scope - maintains an ongoing planned and prioritized work list developed with engineers, maintenance supervisors, instrument technicians, and operations
Supervising and coordinating contractors performing work on control and safety systems
Required Qualifications:
Legally authorized to work in the job posting country without restrictions
High School diploma or GED
1 or more years of experience in a refinery, petrochemical and/or industrial plant environment
Willing and able to obtain a Transportation Worker Identification Credential (more information can be found at tsa.gov/for-industry/twic)
Preferred Qualifications:
3 or more years of experience maintaining hardware and software for distributed control systems
Associates Degree in Engineering Technology, Instrumentation, I/E, or Electronics
Knowledge of process controls and control systems
Knowledge of safety instrumented systems
Knowledge of instrumentation for flow, level, pressure, temperature, and analytical measurement
Experience with Emerson DeltaV controls systems
Experience with Emerson SIS
Experience with Industrial Control Systems and Networking
Ability to work effectively as a member of the multi-discipline technical team supporting electrical, instrumentation, and process control systems
Understands and uses functional expertise to contribute to the success of the business
Establishes priorities and develops critical tasks
Accepts ownership, is accountable, and delivers on commitments
Balances short term and long term priorities
Oriented toward continuous learning
The Billings Refinery is located in Billings, Montana. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of Canadian heavy, high-sulfur crude oil delivered by pipeline, and domestic crude oil delivered by truck. With the startup of a new vacuum distillation unit in 2017, the refinery has 100 percent heavy crude processing capability. The refinery produces a high percentage of transportation fuels and petroleum coke. Finished petroleum products are distributed by pipeline, rail car and truck. Pipelines transport most of the refined products to markets in Montana, Wyoming, Idaho, Utah, Colorado and Washington.
